The story initially starts by dealing with terrorism in an alternate-universe 1990s era, where Japan is the largest economy in the world. The communist radical group, the Red May, are trying to bring down Japan's economy and take over the government.

In response, a government agency, the Special Security Force, is formed with the ability to act outside the law. However, when the Red May suddenly find themselves being wiped out, the force discovers that something else is hunting the terrorists.

Questi hanno dato vita ad uccisioni ed esplosioni che hanno messo in ginocchio l’intera nazione. L’unico modo per contrastare l’avanzata di tale orrore, è quella di utilizzare la Special Security Force (SSF), una divisione di elementi militarmente preparati con che possono avvalersi di ogni mezzo possibile per salvaguardare la pubblica sicurezza.
Tra le loro fila c'è Angel, una donna letale: bella ed abile nel combattere.
La realtà però, non è come sembra… i terroristi cominciano a scomparire misteriosamente, qualcuno li stà sterminando…
